Steps for Create Duplicate Rule
Duplicate Management can be setup by creating the following two rules.

Steps to Create Matching Rule
Go to setup-> setup-> Duplicate Management-> Matching Rules.
Click on “New Rule”. You will be redirected to the following page.
Here we use our Object (Items category)
After select the object create the rule like this
When you create rule then it must be activate
Steps to Create Duplicate Rule
Go to setup-> setup-> Data Management-> Duplicate Rules.
Click on “New Rule” by selecting the object for which you want to create a duplicate rule.
